Canada: 2023 PLENARY MEETING OF THE OECD FORUM ON TAX ADMINISTRATION (FTA)

The OECD Forum on Tax Administration (FTA) held its 16th Plenary meeting on October 11-13, 2023, in Singapore. The meeting was co-hosted by Bob Hamilton, FTA Chair and Commissioner of the Canada Revenue Agency, and Mr. Ng Wai Choong, Commissioner of the Inland Revenue Authority of Singapore.

The theme of the Plenary was collaboration and partnership and included the participation of a wide range of stakeholders, including invited non-FTA members, international organizations, regional tax organizations, business representatives and academia.

At the Plenary, FTA members discussed a range of measures to help shape the future of global tax administration, implement new global agreements and support capacity building efforts. Notably, they agreed to:

• collaborate on an ambitious set of projects to help realise the Tax Administration 3.0 vision for digital transformation, utilising new technology tools to increasingly build-in compliance, drive down tax gaps and significantly reduce compliance burdens.

• work together to ensure the effective implementation of Pillar Two of the OECD/G20 Two-Pillar Solution to Address the Tax Challenges of the Digitalization of the Economy.

• enhance the effectiveness and reach of the FTA’s global capacity building efforts through closer partnership with other international and regional organisations.

During the meeting, participants also discussed emerging risks facing tax administrations, the importance of building and maintaining trust, tax debt management, the fight against tax fraud and tax crimes, and progress in the work of the FTA to increase awareness on tax transparency.
