Working Groups met for a final combined workshop on Day 3 of CATA’s Technical Conference and Heads of Administration meeting. Drawing together the key themes of adapting global norms and implementing new technologies, participants explored how to apply an agile approach to support digital transformation.
Workshop: Implementing Agile Structures to Support Digital Transformation

Moderated by Ms Carolyn Williams-Gayle, Senior Manager, Headquarters Service, Barbados Revenue Authority, participants devised actionable insights to foster agility in their tax administrations. Highlights included:
A diversity of perspectives on what agility means in the context of tax administration.
How agile approaches can facilitate more rapid take-up of new technologies.
The benefits of an agile approach in compliance, taxpayer services, and digital transformation.

Participants left the workshop with concrete actions to encourage continued innovation in their respective administrations. In the 2025-2026 work programme, CATA will provide a platform for its members to continue discussing the challenges and opportunities of implementing an agile approach to tax administration, highlighting best practice and new innovations that can be used in diverse contexts.
