Tax Administration Jamaica Makes Global History as First Administration to Complete a Third TADAT Assessment and Pilot New Field Guide Instrument

Kingston, Jamaica — Tax Administration Jamaica (TAJ) has once again distinguished itself on the global stage, becoming the first tax administration worldwide to undergo a third Tax Administration Diagnostic Assessment Tool (TADAT) assessment. In a further demonstration of international confidence in Jamaica’s tax reform journey, TAJ was also invited to pilot the newly developed TADAT Field Guide instrument, a milestone achievement that reinforces the country’s leadership in tax administration modernization.
This historic third assessment, was undertaken by a 6-member team of TADAT trained assessors December 1 – 12, 2025. This underscores TAJ’s sustained commitment to continuous improvement, transparency, and the application of international best practices in strengthening Jamaica’s tax system. It also positions Jamaica as a critical partner in the ongoing evolution of the TADAT framework itself.
The TADAT initiative, developed by the International Monetary Fund (IMF) and international partners, provides a standardized, evidence-based methodology for assessing the performance and maturity of tax administration systems. Rather than assigning a single aggregate score, the tool evaluates performance across a comprehensive set of indicators, offering a detailed diagnostic of strengths, gaps, and opportunities for reform in line with global benchmarks.
TADAT assessments are typically conducted every three to five years to measure progress over time, identify persistent challenges, and assess institutional maturity. Jamaica’s participation in a third assessment reflects more than a decade of sustained reform and provides a rare longitudinal data set that is valuable not only to national policymakers, but also to the IMF and the global tax administration community.
Assessments are based on the administration of “core taxes,” which serve as proxies for the overall tax system and are critical to central government revenue. These typically include corporate income tax (CIT), personal income tax (PIT), value added tax (VAT), domestic excise taxes, and Pay As You Earn (PAYE) withholdings. Social security contributions may also be included where they are a significant revenue source and administered by the tax authority.
Jamaica’s leadership in the TADAT process dates back to 2015, when it became the first Caribbean country to undertake a TADAT assessment, shortly after the establishment of the modern Tax Administration Jamaica as a semi-autonomous revenue authority. A second assessment in 2020 demonstrated measurable and significant improvements, including enhanced governance arrangements, stronger operational effectiveness, and more advanced risk management practices. Overall performance improved by approximately 76 per cent compared with the 2015 baseline, reflecting the impact of wide-ranging institutional reforms.
The 2025 third assessment represents a new and unprecedented phase. Jamaica’s selection as the first country globally to commence a third TADAT assessment, coupled with its invitation to test the new Field Guide instrument, highlights the credibility of TAJ’s reform trajectory and the confidence placed in Jamaica to help shape the future of international diagnostic standards.
This latest assessment will provide deeper and more refined diagnostics, supporting more targeted reform initiatives while simultaneously contributing to improvements in the TADAT methodology and data quality worldwide. Jamaica’s experience now serves as a powerful example of how small states can achieve global relevance through sustained institutional excellence and reform discipline.

Jamaica now stands as a benchmark for other countries seeking to modernize their tax administrations and strengthen public trust through effective revenue governance.
