WORLD BANK AND AFRICA TAX ADMINSTRATION FORUM (ATAF) JOINT TECHNICAL ASSISTANCE MISSION ON TAX TRANSPARENCY IN ZAMBIA 17th -21st November 2025

The World Bank, in collaboration with the African Tax Administration Forum (ATAF), concluded a successful in-country mission to support the development of an Automatic Exchange of Information (AEOI) system. The mission was a major step forward in strengthening Zambia’s tax transparency framework and aligning the country with global standards on the exchange of financial account information.

 

During the visit, the joint team held extensive consultations with officials from the Zambia Revenue Authority (ZRA) and engaged key stakeholders in AEOI in Zambia in the Financial Services sector, Investment and Insurance entities as part of early preparations for the implementation of the AEOI standard. Discussions focused on strengthening operational readiness and reviewing essential components required for full compliance, including legal frameworks, technical infrastructure, data security, and institutional processes.

 


The mission reaffirmed the collaborative commitment of all parties to advancing transparency, accountability, and international cooperation in tax matters. By embracing the AEOI and the Exchange of Information on Request (EOIR) standards, Zambia is demonstrating its dedication to modernizing its tax administration, improving revenue integrity, and enhancing public trust in the tax system.


Zambia recognizes that adopting the AEOI framework is not simply a compliance requirement but a strategic reform that will reinforce the country’s credibility within the international tax community.


The World Bank and ATAF reaffirmed their continued support to the Government of Zambia and the ZRA as the country moves toward full implementation of the Global Forum’s AEOI and EOIR standards.
