ZRA Conducts Exchange of Information (EOI) Auditor Training Under Global Forum Train the Trainer Programme

The Zambia Revenue Authority (ZRA), in collaboration with the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum), recently conducted specialized training for auditors as part of the Global Forum’s “Train the Trainer” Programme. Zambia is among the 55 countries participating in this year’s programme, reflecting the country's commitment to strengthening tax administration through international cooperation.


National Trainers Leading the Way

This year’s training was delivered by four national trainers who are undergoing the Global Forum’s “Train the Trainer” Programme. These trainers played a key role in facilitating the sessions and transferring knowledge and skills to fellow auditors, strengthening Zambia’s capacity to implement international standards on Exchange of Information.

As part of the programme's requirements, Zambia hosted two training sessions in September 2025 — one virtual and one in-person — under the supervision and assessment of the Global Forum Secretariat.

  • The virtual session attracted over 200 officers from across the country, demonstrating widespread interest and engagement in strengthening audit capacity.

  • The in-person training was attended by 36 officers from various departments within ZRA, providing a more focused and interactive learning experience.







Strengthening Audit Capacity Through EOI

Exchange of Information (EOI) has become one of the most powerful tools in modern tax administration. It plays a critical role in combating tax evasion, enhancing financial transparency, and promoting fairness across jurisdictions. This training was designed to equip ZRA auditors and investigators with the necessary tools to access offshore financial information about taxpayers, contributing significantly to Domestic Revenue Mobilisation.

Objectives of the Training

The core objectives of the training were to:

  • Build national capacity to implement international EOI standards effectively;

  • Empower auditors with practical skills and knowledge to use EOI mechanisms in audits and investigations;

  • Foster a culture of international cooperation and trust among tax administrations.


Ultimately, the initiative is expected to increase taxpayer compliance, improve audit outcomes, and strengthen Zambia’s ability to mobilize domestic resources through fair and transparent tax practices.


ZRA remains committed to aligning with global best practices and enhancing its capabilities through strategic partnerships such as this with the Global Forum.
