CATA and IBFD Hold Joint Training on Taxation of High-Net-Worth Individuals

The Commonwealth Association of Tax Administrators (CATA) and The International Bureau of Fiscal Documentation (IBFD) concluded a highly successful week-long training course on the taxation of High-Net-Worth Individuals (HNWIs) on 4 September 2025.


Five of CATA’s six regions were represented, demonstrating the resonance of this issue across the Commonwealth.

With senior trainers from across IBFD’s extensive expert roster, the course provided intensive training on topics including the concept of residence, immigration and emigration, types of income, wealth management strategies, and auditing of HNWIs.

These concepts were brought to life through the case studies of the Netherlands as presented by Prof. Dr Victor van Kommer of IBFD, Japan as presented by Kanako Kago, National Tax Agency, and the UK as presented by Thomas Espley, HMRC.


Kirsten Williams represented the CATA secretariat in her role as secondee. Dr Esther Koisin, Executive Director of CATA, said, "We are deeply grateful to the IBFD for their partnership and expertise in delivering this impactful training programme. Although I was not personally present, I want to extend my sincere thanks to IBFD and to all participants for their active involvement. CATA remains firmly committed to providing high-quality, relevant training opportunities that empower our member administrations to meet today’s complex tax challenges with confidence and excellence."


Indeed, this training is part of CATA’s drive to provide access to some of the world’s foremost experts on the tax issues that matter most to its members. CATA has also signed a memorandum of understanding with the International Growth Centre to further support CATA members, alongside facilitating knowledge and experience sharing with international and regional partners.
